Interim Waste Diversion Organization

In 2000, CSR* and other key organizations** (see lists at bottom of page) signed a Memorandum of Understanding (MOU) with the Ontario Ministry of the Environment to work together to find a solution to achieving sustainable municipal recycling in Ontario. The MOU established the interim Waste Diversion Organization (interim WDO) and CSR was named secretariat to the interim WDO.

The interim WDO was comprised more than 100 representatives from municipalities, industry and environmental groups, which jointly submitted a report to the Minister of Environment entitled "Achieving Sustainable Municipal Waste Diversion Programs in Ontario (September 1, 2000)." The report contained recommendations to the Minister concerning how to achieve a target of 50 % diversion of solid waste from disposal in landfill and how to fund sustainable recycling programs.

On the heels of the report, industry, municipalities and stakeholders began working toward the passing of Ontario's Bill 90, an Act to promote the reduction, reuse and recycling of waste. On June 27, 2002, Bill 90 became Ontario's Waste Diversion Act, 2002, An Act to promote the reduction, reuse and recycling of waste.
